UN Council Backs the US Gaza Initiative

The UN Security Council has voted to endorse a plan presented by Donald Trump for securing a durable ceasefire in Gaza, featuring the deployment of an multinational security unit and a eventual path to a independent Palestine.

Unanimous Backing with Notable Absent Votes

The proposal was approved by a vote of 13-0, with Russia and China choosing not to vote. America's representative Mike Waltz informed the UN assembly that it charted “a new course in the area for Israelis and Palestinians and all the residents of the region alike”.

Negotiated Wording on Independence

Addition of mentions to an sovereign Palestinian state was the trade-off the America offered for support from the Muslim nations, who are likely to contribute peacekeepers for the international stabilisation force (ISF).

“The transitional arrangements that we embark on today must be executed in adhering to legal norms and honoring Palestinian self-determination,” James Kariuki affirmed.

Netanyahu's Resistance Continues

Nonetheless, on the eve of the resolution approval, PM the Israeli leader reaffirmed his government’s adamant opposition to the formation of a Palestinian state, raising questions on whether Tel Aviv will permit the enactment of the UN-mandated proposals.

Main Elements of the Resolution

  • Immediate lifting of ongoing restrictions on assistance into the territory
  • Formation of an international stabilisation force
  • Progress on rebuilding and a eventual “route to Palestinian self-determination and sovereignty”

Ambiguous Wording and Conditions

The inclusion to Palestinian statehood was a balanced insertion to an first US version which did not mention it. Yet the phrasing is ambiguous and dependent, declaring only that once the Palestinian leadership has undergone changes and the reconstruction of the strip is advancing, “the circumstances may eventually be in position for a credible pathway to Palestinian independence and nationhood.”

Global Feedback

The wording was insufficient of the firm commitment to the establishment of a Palestinian state next to Israel sought by Arab countries, as well as European council members, but in addresses to the chamber after the approval, representatives from those countries said they were ready to support the agreement in the service of continuing the present ceasefire and prompt actions to assist and secure the millions of Palestinian people in the strip.

“Our delegation has eventually decided to endorse of this document, a text that we back its core objective, namely the continuation of the cessation of hostilities and the creation of situations allowing the Palestinian people to assert their immeasurable rights to sovereignty and nationhood,” Algeria's representative announced.

Practical Difficulties

This measure grants overall oversight authority to a “peace board” headed by Trump, but of undefined composition. This committee has to update the UN but it is not bound by the preferences of the United Nations or by the Palestinian leadership.

It also calls for the formation of a specialized Palestinian group that is expected to manage day-to-day governance of the Gaza Strip and the delivery of services, but it is highly uncertain who would be involved.

Security Force Mission

The mandate of the global force gives it authority to neutralize and disband fighting factions in the territory, but it is quite ambiguous that would-be troop contributors would be willing to confront such factions. Not a single nation has so far pledged to dispatching troops.

Furthermore the criteria for changes to the PA, the prerequisite towards moves to a sovereign Palestinian, have been unclear.

European officials said they considered it urgent that the names of the Palestinian technocratic committee to distribute aid was agreed as quickly as possible.
